Abel Torres

Abel Torres serves as Executive Director in the Center for Global Regulatory Cooperation (GRC), which seeks to align trade, regulatory, and competition policy in support of open and competitive markets. Torres leads the cybersecurity and digital health workstreams for the International Affairs Division and coordinates GRC’s activities on a range of issues, including better regulation, regulatory cooperation, digital economy, and standards.
Before joining the Chamber, Torres worked at UL as its global principal policy adviser for connected technologies. There he was a member of the IT Sector Coordinating Council and the Chamber’s Cyber Leadership Council. He also worked with several multilateral forums, such as APEC, OECD, and WHO on policy issues related to cybersecurity, transaction security, AI, and digital health.
Prior to UL, Torres spent 10 years in the U.S. government in a variety of policy, regulatory, and legislative roles. Most notably, he served at the White House Office of Science and Technology Policy, the U.S. Department of Health and Human Services, and the U.S. House of Representatives.
Torres holds an M.S. from Johns Hopkins University in finance, an M.S. from Georgetown University in molecular biology and biochemistry with a specialization in biotechnology, and a B.A. from St. Mary’s University in biology. He resides in Washington, D.C., with his wife, Ekaterina; son, Aby; and daughter, Anastasiya.
