Andrew Varcoe

Andy Varcoe is deputy chief counsel at the U.S. Chamber Litigation Center, the litigation arm of the U.S. Chamber of Commerce. In this capacity, Varcoe helps oversee the Chamber’s environment and energy litigation, and handles an array of other civil litigation.
Most recently, Varcoe served as Associate Counsel to the President and Special Assistant to the President in the White House. In that role, he focused on issues relating to energy, the environment, infrastructure, and natural resources, working regularly with the Environment and Natural Resources Division of the U.S. Department of Justice. In addition, he played a major role in Office of Management and Budget clearance of agency regulations and guidance documents.
Varcoe’s experience litigating and counseling on environmental and regulatory matters includes his service as a partner at Boyden Gray & Associates; as deputy general counsel at the Biotechnology Innovation Organization; and as an appellate lawyer at the U.S. Department of Agriculture. Earlier in his career, Varcoe was an associate and then counsel in the litigation group at WilmerHale (formerly Wilmer, Cutler & Pickering).
Varcoe served as a law clerk to both the Honorable Edith H. Jones, of the U.S. Court of Appeals for the Fifth Circuit, and the Honorable Francis X. Spina, of the Massachusetts Supreme Judicial Court. He received his undergraduate degree with honors from the University of Chicago and graduated cum laude from Harvard Law School, where he was a research assistant to Professor Martha Minow.
