To the Members of the United States Senate:

The undersigned organizations urge you to vote for ratification of the Kigali Amendment to the Montreal Protocol. This proposal enjoys wide bipartisan and broad stakeholder support.

The Kigali Amendment is essential to provide access to international markets and level the playing field for leading U.S. manufacturers of the innovative replacements for hydrofluorocarbons (HFCs).  The U.S. would join the global community and reap the full economic and environmental benefits associated with phasing down the production and use of HFCs.

We are urging expeditious ratification of the Amendment this Congress.  Ratification would safeguard the competitiveness of American manufacturers and showcase American climate leadership. The Kigali Amendment would enhance the significant economic opportunities created by the“American Innovation and Manufacturing Act,” which Congress passed in 2020. For instance, there are estimates that some sectors could directly add 33,000 U.S. manufacturing jobs over the next decade. A global HFC phasedown would also avoid up to 0.5° C of warming by 2100.

We greatly appreciate your support and strongly urge you to support ratification of the Kigali Amendment.

Sincerely,
