Dear Chair Peters and Ranking Member Portman:

We, the undersigned, support the nomination of Dr. Alice Hill as the Deputy Administrator for Resilience at the Federal Emergency Management Agency. We urge the Committee to favorably report Dr. Hill’s nomination to the full Senate.

Infrastructure should be built for the future with predisaster mitigation and preparedness in mind, and we believe Dr. Hill will be an important steward of resilience infrastructure investments. Natural disasters cost the U.S. $145 billion in 2021. However, according to the National Institute for Building Science, for every dollar invested in resilience and predisaster mitigation, the taxpayer receives anywhere from $3.00 to $11.00 in benefits.

Through Dr. Hill’s tenure at the National Security Council, Department of Homeland Security, and the judiciary, academia, and private sector, she brings the experience necessary to advance policies that enhance national preparedness. We expect that her leadership will ensure stronger, more resilient infrastructure, and necessary public-private partnerships to fund and implement projects.

We support the nomination of Dr. Hill as FEMA’s Deputy Administrator for Resilience.
