To the Members of the United States Senate:
The U.S. Chamber of Commerce strongly supports the Kigali Amendment to the Montreal Protocol, which is a win for the economy and the environment. The Chamber will consider including votes related to this legislation in our annual "How They Voted" scorecard.
This update to an existing treaty will gradually phase down global production and releases of climate-warming hydrofluorocarbon compounds through clear market signals and would forestall global warming of up to 0.5 degree Celsius.
Senate ratification of the Kigali Amendment would enhance the competitiveness of U.S. manufacturers working to develop alternative technologies, and level the global economic playing field.
The U.S. has already been a leader in this area. The Kigali Amendment would continue the important, bipartisan action Congress took in 2020 with passage of the American Innovation and Manufacturing Act, which phased out domestic HFC manufacturing. No additional legislation is needed to implement Kigali.
The Chamber again urges you to ratify the Kigali Amendment.
