John Goyer

John Goyer is executive director of Southeast Asia at the U.S. Chamber of Commerce. Goyer focuses on issues of market access, investment barriers, regulatory and other issues that pose challenges for U.S. business in Southeast Asia. He oversees an array of bilateral dialogues and forums to enhance commercial relations with countries in the region. He has led dozens of trade delegations to Southeast Asia, overseen a variety of business surveys and other research projects on the region, and regularly hosts events and discussions with U.S. and Southeast Asian Ambassadors, cabinet officials, legislators, and other VIPs. He has been closely engaged in the U.S. Chamber effort to provide COVID relief and assistance to Indonesia and Vietnam, and oversees research on the ongoing impact of regional trade tensions on supply chains and trade flows in the region. He speaks regularly at conferences, seminars, and other symposia on the region. Since 2016, he has served as a consultant to the UN Conference on Trade and Development’s (UNCTAD) ASEAN Investment Report Series, and is also serving as a member of Indonesia’s B20 Trade and Investment Task Force during that country’s G20 Chairmanship in 2022.
Before joining the Chamber, Goyer served as vice president of the Coalition of Service Industries (CSI), a U.S.-based membership association that promotes the liberalization of international trade and investment in services. He worked with the coalition’s member companies and with U.S. trade negotiators to ensure that U.S. service industry international trade objectives were reflected in bilateral, regional, and multilateral trade agreements. He coordinated the Global Services Network, managed CSI’s annual Global Services summits, and was a member of the U.S. Government Industry Trade Advisory Committee (ITAC), advising the U.S. government on information technology, electronic commerce, and telecommunications issues in U.S. trade agreements. Earlier in his career, Goyer was senior director of the US-ASEAN Business Council, where he monitored and reported on major trade policy and political developments and trends impacting commercial interests in Southeast Asia, with a particular focus on ASEAN economic integration. He has organized numerous trade and investment promotion missions to Southeast Asia and other events highlighting opportunities in the region. Goyer holds a B.A. in international affairs from The George Washington University and a master’s degree in international public policy from the Johns Hopkins University School of Advanced International Studies.
