Dear Lieutenant Governor Blair:
The U.S. Chamber of Commerce supports HB 2007, the Universal Recognition of
Occupational Licenses Act , which passed the House of Delegates on February 18. This bill
would make it easier for individuals from other states wishing to relocate or operate in West
Virginia to be able to make an honest living without unnecessary licensing burdens. Several
states, such as Arizona, Missouri, and Pennsylvania, among others, have passed similar
leg islation to remove barriers to entry for individuals relocating to their states who already
possess the requisite training and certification for employment in their professions.
Removing barriers such as duplicative occupational licensing requirements will invite
workers to contribute their time and talent in West Virginia by encouraging the kind of flexibility
necessary to facilitate growth. By recognizing the training and certification for individuals from
other states, West Virginia would take another step toward fostering an economy that benefits
workers, businesses, and consumers.

leading on this issue and we look forward to passage of the Universal Recognition of
Occupational Licenses Act.
