Dear Chairman Murkowski and Ranking Member Manchin:
The U.S. Chamber of Commerce applauds your leadership on energy issues and strongly supports the following bipartisan bills the Committee is expected to consider at the markup on September 25. These bills would drive innovation, enhance energy and national security, and increase energy efficiency.
We strongly encourage the committee to report favorably these bills that collectively would enhance America’s global competitiveness and mitigate greenhouse gas emissions. Specifically, the Chamber supports:
S.1602, the Better Energy Storage Technology Act or “BEST Act,” which would facilitate the research, development, and demonstration of next-generation grid-scale energy storage systems.
S. 2094/H.R. 2114, the Enhancing State Energy Security Planning and Emergency Preparedness Act of 2019, which would provide Federal financial assistance supportive of the development and implementation of new or the review and revision of existing State energy security plans.
S. 2095, the Enhancing Grid Security through Public-Private Partnerships Act, which would direct the Department of Energy to establish a program to facilitate and encourage public-private partnerships to promote and advance the physical and cybersecurity of the electric power sector.
S. 2137, the Energy Savings and Industrial Competitiveness Act of 2019, which would comprehensively address and improve energy efficiency in buildings and within the manufacturing sector, while also driving both energy and water efficiency across the Federal government.
S. 2300, the Clean Industrial Technology Act of 2019, which would promote innovation and enhance the competitiveness of domestic industries through the development of emissions reduction technologies for non-power industrial sectors.
Collectively, these bills have the potential to leverage America’s rich resource portfolio while reducing the environmental footprint of our domestic manufacturing sectors and overall energy production and use. We urge the Committee to report favorably these bills to the full Senate.
