TO THE MEMBERS OF THE UNITED STATES SENATE:
The U.S. Chamber of Commerce supports H.J. Res. 44, which would repeal the Bureau of Land Management’s Planning 2.0 rule, and will consider including votes related to it in our 2017 How They Voted scorecard.
The Planning 2.0 rule violates the spirit of Resource Management Planning and would imperil jobs and local economies throughout the west. This Obama administration “midnight regulation” undercuts states from fulfilling their role as managers of resources and land use decisions. In its promulgation, Planning 2.0 virtually ignored input from governors, industries, scientists, and other stakeholders directly impacted. It circumvented the collaborative process that should be at the core of Resource Management Planning, and it significantly diminishes the input of important stakeholders in future planning decisions.
The shift in authority away from local planning and land management will inherently jeopardize jobs throughout the west in industries ranging from timber, energy, mineral development, grazing, and recreation.
The Chamber urges you to vote in favor of H.J. Res. 44, to invalidate BLM’s Planning 2.0 rule.
